Op is equating lvl 20 with completing the campaign(which I loosely interpret as completing the last mission, rather then actually completing a campaign). Yes, dungeons/elites, titles, PvP, build tweaking, elite skill capping, finding a suitable guild, etc... are what awaits after the final mission. I'm just stressing that lvl 20 does not mean one is at that point.
